The White House has said that North Korea has sent thousands of troops to Russia
White House national security spokesman John F. Kirby said North Korea has sent at least 3,000 troops to training sites in eastern Russia.

From early to mid-October, North Korea sent at least 3,000 troops to eastern Russia. We assessed that these soldiers traveled by ship from North Korea’s Wonsan region to Russia’s Vladivostok. These soldiers then went to many Russian military training centers in Eastern Russia, where they are currently undergoing training. We do not yet know if these soldiers will go into battle alongside the Russian military, but it is certainly a very likely possibility. We have informed the government of Ukraine of our understanding of this situation and are certainly consulting closely with other allies, partners and countries in the region about the implications of such a dramatic move and how we might respond. If Russia is indeed forced to turn to North Korea for manpower, it would be a sign of the Kremlin’s weakness, not its strength. It will also demonstrate unprecedented direct military cooperation between Russia and North Korea on security in Europe and the Indo-Pacific region.
