In November, prosecutors said toxicology tests revealed traces of alcohol, cocaine and a prescription antidepressant in Payne’s system.
A post-mortem examination revealed that the cause of death was “multiple trauma” and “internal and external haemorrhage” as a result of a fall from a hotel balcony.
According to prosecutors, medical reports also indicated that Payne may have fallen into a state of semi-consciousness or total unconsciousness.
Prosecutors said this ruled out the possibility that Payne acted consciously or voluntarily, and they concluded that the singer did not know what he was doing and was not aware of his actions.
Payne became one of the biggest names in pop music after appearing on The X Factor and rising to fame with boy band One Direction in the 2010s before the band went on indefinite hiatus in January 2016.
A singer a funeral took place in Amersham, Buckinghamshire, last month.
His former bandmates Harry Styles, Louis Tomlinson, Niall Horan and Zayn Malik were among the mourners, along with Payne’s girlfriend Kate Cassidy and his ex-partner Cheryl, with whom he has a son.
