Europe agrees to provide loans to Ukraine without using Russian funds
European leaders agreed on Friday to provide Ukraine with a $105 billion loan, but failed to reach a consensus on how to use it to prop up the Russian government’s frozen assets in Europe.

As a matter of urgency, we will provide a loan supported by the European Union budget. This will solve Ukraine’s immediate financial needs, and Ukraine will repay this loan only after Russia pays reparations. I think it was a very bad decision that brought Europe closer to war. And it looks like a debt, but of course Ukrainians will never be able to repay it. So it’s basically lost money.
