Crack is the street name for the solid form of cocaine that is commonly smoked.
Daity Doolan, from the South Inner City Drug and Alcohol Partnership, said many homes in Dublin have some form of addiction.
“This is really a crisis,” he added.
“It’s happening at the school gate in the playground.”
Doolan, who is also a Sinn Féin councillor, said communities could not cope with the scale of drug use.
“Drug-related intimidation affects individuals, families and entire communities who are held for ransom by drug dealers.”
