What happened: The monitor appointed by the Federal Court found that the New York police department stopped and seeks New York, almost all of them are black and Hispanic men. A Report the NYPD Community Response Team reviews A recent PROPUBLICA investigation In this unit, the Mayor of Eric Adams, went with abuse.
The federal monitor found that while the CPT was originally created in the early days of Adams administration to focus on the so -called quality of life, such as illegal motorcycles, its officers recently “stopped, frisk and are not looking unconstitutional.”
What did they say: In the sample of the staff wearing, the monitor showed that 41% of stops, searches and Fris from CRT staff were illegal, a much higher percentage than in other NYPD units. Moreover, while officers should document such stops, which the department is then released as public data, the report found that officers often did not, and even if they did “no significant consideration” of the wardens.
According to Propublica, this behavior returns at least up to 2023, when NYPD officers found that officers had stopped the New York and failed to register in the incidents. Shortly after the audit, the mayor went to Instagram. “It turns out with the team,” he wroteShowing his photo that carries KTT, Khaki’s pants.
The federal monitor had other vivid conclusions. For example, it turned out that “97% of people stopped, detached and searches were black or Hispanic people.”
As Propublica reported, he also found that NYPD was not easy to CRT with the monitor itself. Initially, the department officials said the monitoring that the CRT is just a “pilot program” that is over, just to make the monitor later find out that the team remained here to stay and actually expand.
Prerequisites: Our March investigation talked about a wide range of disturbing CRT employees who have disturbed NYPD leaders. In the fall of 2022 lawyers and others warned this Choose the CRT video The fact that the team posted in social media showed problematic behavior. Other incidents included a CRT commander who struck the driver, another commander who shoved the pedestrian into the car window, and the third officer who entered the motorcycker eventually scoring it.
Over the last two years of the New York, at least 200 complaints claimed that the improper use of the CRT force members in accordance with the records of the Civic Complaint review. Another NYPD team with a similar size and mandate had approximately twice as much complaints.
Adams’ connection with CRT was so close that ex -officials said the mayor received private access to live camera filing. This year, he chose one of the leaders of the Cape of Dorpni to become the deputy mayor of public safety.
Why is it important: The federal monitor for NYPD was created ten years ago after the court found that the department was engaged in widespread unconstitutional stop and fables, virtually focused on black and Hispanic men. The court’s supervision is the creation of the monitor office – the largest police department in the country. The monitor, in turn, submits regular progress reports.
The last monitor report was submitted to Judge Analya Torres, which controls the case and has power to impose corrections. But whatever the Torres do, the monitor’s conclusions make it clear that the problems identified by the court are still stored all these years ago.
Former NYPD chief Matthew Potila, who wrote an audit of CRT 2023, said the team behavior could actually be worse than what is described in the monitor report, noting that the recent investigation relied on the camera shot to study the behavior of the officers. In his own review, Pontillo found that CRT staff often do not turn to their cameras to fully record incidents.
Legislators and supporters of civil rights urged to dissolve the CPT.
Answer: The mayor’s cabinet refused to answer the propublica questions and instead suggested contacting NYPD. The Department did not answer our questions.
Previously, Adams defended the CPT. Asked about the division at the press conference this spring, said Adams: “CRT here. I support all my units. And if they don’t get up and do the job as they should do, those who will not be held accountable.”
NYPD also defended the work of CRT and advertised the confiscation of the units of illegal motorcycles and ATVs.
