Dogs wearing a harness can pull with force that exceeds their body weight

Dogs generally pull about 60 percent more when wearing a padded harness on a leash compared to a collar, even when the equipment is marketed as “anti-pull,” putting walkers at risk of injury.

Some dogs, especially smaller breeds, pull on their necks with more than twice their body weight, which can damage their throats, he says. Erin Perry at Southern Illinois University.
