The deal in question is for a loan until the end of the season, which will include an option to buy.
The negotiations are ongoing and have been described as constructive.
Portugal national team player Silva has participated in 53 international matches, scoring 19 goals for his country.
Silva, who started his senior career at Porto, previously played for AC Milan, Sevilla and Eintracht Frankfurt.
Ajax’s Brian Brobbie is also of interest to West Ham as they look for a new striker.
Villa rejected West Ham’s bid for Duran
“Aston Villa” rejected the offer of “West Ham” for the transfer of forward John Duran.
The bid is understood to be £57m, but other sources claim that figure is incorrect and Villa are understood to value Duran at more than £70m.
West Ham have long been interested in Duran, who recently extended his contract until 2030, and new West Ham boss Graham Potter is known to be a big fan.
The Hammers tried to sign Duran in the summer but failed to meet Villa’s valuation, and Duran has since signed a new contract that will keep him at Villa until 2030. The striker is a priority for West Ham in this window.
The 21-year-old has scored seven goals in 19 Premier League appearances this season, with Ollie Watkins used as Unai Emery’s preferred striker.
He moved to Villa Park from MLS side Chicago Fire in January 2023, but only seven of his 54 league appearances have come as a starter.
