Texas, which has historically focused on harming other modes of transport, achieved the smallest. The other 10 states were largely in the southeast and in the middle. Kansas was the second lowest in Texas, followed by Arkansas, South Carolina, Wisconsin, Mississippi, Nebraska, Idaho, Louisiana and Kentucky.

At the same time, some central states had high marks to maintain their systems, Henningson said. And Oklahoma worked well: reducing the number of miles of vehicles traveled.
