Federal workers were caught Thursday with the subject line “email test.”
“This is a test of a new distribution and reply list,” the email read.
There was a link to a web page titled “Federal Government Email Communication Test”.

“Opm is testing a new capability to send important communications to all civilian federal employees to a single email address. Testing of this messaging system functionality is expected as soon as this week,” the website said.
The message, sent to employees of different agencies during the transition week, surprised recipients, including some that were mistaken for spam, creating some agencies to clarify with employees.
Sources told ABC News that the White House has discussed President Donald Trump testing a messaging system that could affect more than 2 million federal government employees.
In a statement Posted in XOpm said: “Federal employees should conduct email tests of OPM’s new communications capabilities.”
It is not clear whether the email test workers received Thursday was related to the idea of Trump messaging all federal employees.
An OPM spokesperson told ABC News that this is the first time the government has been able to send emails.
